Description of Problem:
Near aphelion, when the solar image is smaller, sometimes magscans hang when the sliver of sunlight falling on the slit do not produce enough light to exceed INTMIN.   The work-around has been to set INTMIN to a
lower values during these times of year.

It is proposed to modify magscan.c to include something like this:

      set INTMIN = ((xpos*xpos + ypos+ypos) > 90) ? 25 : 100

When the observing days get longer we should test this out.
