Description of Problem:
We need to be able to export WSO data in FITS format files.
I have made sample conversion programs for level1 and level3 data
but those make one file per image - not very nice to the user.
There are issues to discuss/decide about keywords and how to handle
multiple records per fits file.  We should use fits tables but do not
have fits table software in our normal use.
