Description of Problem:
If I "set intmin 0" on a cloudy morning and start meanfields, intmin
is only 0 for the first observation.  If it's going to be useful on
a bad weather day, it has to stay 0 (unless there's some reason not
to do that).  Maybe it could be reset to 100 during shutdown instead
of at the beginning of the observation.

Resolution:
Set intmin 0 should only be used on the days of the year
when the intensity might get too low at the limbs during a
magscan, so nothing needs to be done.
