Description of Problem:
The meanfield zero level is unusually high for meanfields run with
the time-critical switch left on.  Possibly a bug in the reduction
software or electronics.

Possible Consequences If Problem Persists:
It is a serious problem because I don't always remember to turn
the TC switch back off after a TC magscan, in which case a half day's
worth of MFs are lost.
